John D. Horigan, MA, CIP (he/him/his)

John is the Director of IRB and Protocol Compliance for the All of Us Research Program, a historic effort to gather data from one million or more people living in the United States to accelerate research and improve health. As the head of the program's Research Complianc Branch, John leads an exceptionally talented team tasked with facillitating the conduct of ethical research through compliance with the All of Us Research Program core protocol, adherence to human subjects protection regulations, and responsiveness to determinations of the All of Us single IRB. John works closely with other offices within All of Us to facilitate program-wide compliance. Prior to joining the All of Us team, John served as the Director of the Human Research Protections Program at Virginia Commonwealth University. There, John and a dream team staff of HRPP professionals oversaw the University’s efforts to protect research participants in 2400+ research studies ranging from social, behavioral and educational research to biomedical research and clinical trials. John’s background includes significant work in the single/central IRB space having spent a decade working for the Emmes Corporation in their efforts to support the NCI Central IRBs, establishing two new CIRBs while there, and the early start-up of the All of Us Research Program’s single IRB. John is an active member of PRIM&R and AAHRPP and enjoys spending time on ethics education efforts broadly. Having moved (back) to his hometown in 2020, John is a huge proponent of remote work and small town living.
