Leslie Bell, JD

Leslie Bell, JD, serves as the Director for the NSA/CSS Component Office for Human Research Protections (COHRP), as the Policy Chief for the NSA/CSS Research Directorate, and is the NSA/CSS subject matter expert on human subject research. For the past decade, Ms. Bell has overseen the NSA/CSS Human Research Protections Program (HRPP), which covers all NSA/CSS supported and conducted socio-behavioral activities. Her prior experience includes two decades as an attorney specializing in legislation, litigation, inspector general, environmental, technology, and ethics matters. She also worked as a policy officer in the Federal Executive Branch, as a Legislative Fellow Attorney in the U.S. Senate, and as a legal clerk for the North Carolina Court of Appeals. Ms. Bell has a Certificate in Legislative Studies from Georgetown University, a JD from Wake Forest University, and a B.S. in Zoology and Psychology from Duke University.
