This session is being held in-person only at PRIMR23. It will not be recorded for on-demand access or for the PRIMR23/SBER23 Virtual Meeting.

The IC conducts and supports a range of research activities involving human subjects (HSR). IC HSR is typically reviewed and approved by Institutional Review Boards holding Federalwide Assurances (FWAs); follows the Common Rule; and adheres to additional Executive Orders, regulations, and policies that provide additional protections for human subjects. This session will explain some of the ethical and legal "guardrails" the IC uses in conducting authorized research activities, and address how the IC promotes transparency and accountability in its HSR. *Session note: Gregg Motta is a federal employee addressing a matter relating to his official duties and so, members of the public may request in advance to attend this session only without charge (and then leave after). Learning Objectives:

  • Frame the context of human subjects research in the intelligence community
  • Learn about the regulatory frameworks used when reviewing IC activities involving living individuals
  • Explore the exclusion of certain IC activities from the regulatory definition of research and outline how certain exemptions can be utilized for some IC research
  • Identify the IC’s methodologies for promoting transparency and accountability in HSR efforts
