As a Scientist Investigator in the Division of Investigative Oversight, Office of Research Integrity, Department of Health and Human Services, I am involved in the acceptance and evaluation of allegations of research misconduct and oversight of institutions' research misconduct inquiries and investigations. I review and monitor inquiries and investigations conducted by institutions and intramural research programs funded by the PHS, into allegations of research misconduct for falsificaiton, fabrication and plagiarism of clinical and basic science research data, provide technical and procedural support to institutions, and advise senior university staff on the policies required to remain in compliance with the relevant federal regulations. I evaluate institutions' research misconduct findings, and analyze physical and testimonial evidence to make recommendations to ORI for appropriate PHS findings of research misconduct and administrative actions against the respondent, assist the Office of General Counsel in preparing and presenting cases before an Administrative Law Judge (ALJ) of the HHS's Departmental Appeals Board, and work with OHRP and other government agencies. My general surgery background and research in general, trauma, endocrine, oncologic and thoracic surgery and human physiology, provide a solid foundation for oversight of clinical and basic science, and translational research misconduct.
