As the Deputy Chief Research and Development Officer – Enterprise Support, I am responsible for VHA level research policies and guidance affecting the 109 VHA research programs and the Central Institutional Review Board (IRB). I am responsible for the research education program to implement understanding of the research policies and guidance to support the protection of human participants in research and the safety of researchers. I oversee research IT systems, the research IT multi-year planning process, and am responsible for the oversight of the VA Technology Transfer Program. I routinely integrate input from Congress, VA, VHA, researchers, and other stakeholders to ensure that VHA research policies are effective, compliant, and efficient. I coordinate with other federal research policy programs to ensure transparency to research policy implementation to facilitate multi-agency collaboration where possible. I am responsible to assess the current state of research protection operations and policies and set the vision for policy and process change through innovation and cultural change. I encourage the workforce at all levels to envision a new way to do business. In addition, I serve at the ORD enterprise level supporting and overseeing all infrastructure. I am designated as the executive champion from ORD for Electronic Heath Record implementation as it relates to research and serve as the Co-Chair of the National Research Council. I coordinate the Diversity and Inclusion subcommittee for the National Research Advisory Council. I am designated as the Institutional Official for the VHA Federal Wide Assurance. I engage with customers across VA and other agencies and partners to encourage collaboration. I current serve as a co-chair of the White House Cancer Mooonshot Decentralized Clinical Trials workgroup. I have 14 years of increasing responsibilities over research and human subjects protection policy. Prior to joining the VHA in 2018, I oversaw all human research policy and education for the United States Army through the office of the Army Surgeon General. I am an Army Veteran and leader in effective, efficient, and compliant policy and education in human subjects research. Dr Klote has published research in immunology, immunodeficiency, and vaccine safety and effectiveness, and most recently . I have chaired three IRBs.
